North Carolina’s official service is NC SAVAN, the Statewide Automated Victim Assistance and Notification system. State materials also call the online service VINE or VINELink. It is free and anonymous. A person can search through NC SAVAN, open the North Carolina VINELink portal, use the VINELink app, or call 1-877-NC-SAVAN, which is 1-877-627-2826.
SAVAN receives data from participating North Carolina county jails and the state offender database. That makes it relevant to both a Robeson County Detention Center booking and an NCDAC prison record. The source boundary still matters. A VINE result is a custody snapshot. It may show that the reporting agency marked a person released or out of custody, but available fields vary by source. Preserve the exact words. Do not turn “transfer” into community release, and do not treat a missing result as a release event.

A reported release can corroborate that one source recorded a custody exit. It is not the official release sheet, dismissal order, proof that every hold cleared, or proof that parole or probation ended. If another agency accepted custody, the correct status is transfer.
Register Robeson County Release Alerts
Notifications are tied to a verified person and the events offered for that record. Registration does not require the offender’s consent, and NCDAC says the offender is not told who registered. The service is a notice layer. A consequential notice should still be checked against the source record.

Confirm a Robeson VINE Release
Save the exact VINE status, event date, facility, and check time. Then use the custodian’s own system. If VINE reports release while the county record reports transfer, ask which agency received custody. If the county catalog drops the name while VINE stays unchanged, both results remain inconclusive. Court records can explain the legal authority for bond, dismissal, sentence, or commitment, but the jail record proves physical release processing.
The strongest workflow is cross-system: VINE event, source custody record, and court or corrections history where needed. Use at least two identifiers and preserve the search time. This limits mistaken matches and makes later changes easier to explain.
Robeson Alert Channel Reconciliation
North Carolina’s alert service is most useful when the result is kept as one timed piece of evidence. Write down the exact spelling searched, identifiers used, selected state, displayed status, source facility, event date, and time checked. That record helps explain later differences when a jail or prison feed updates.
For a county release, compare the notice with Police2Citizen’s completed release time and reason. For a state-prison event, compare it with OPI admission, actual release, status, and supervision history. A court disposition can explain the legal basis, but it does not establish when jail staff finished physical processing. If the systems disagree, ask the source custodian whether the person was released or transferred and which agency received custody.
A person may leave prison and start parole or post-release supervision on the same path. In that case, “released from prison” can be accurate while “fully discharged” is not. Save both the custody event and the active supervision label. The alert should never erase a later booking, detainer, or receiver agency.
Robeson also has no verified public recent-release screen in SAVAN. The 24-hour retry rule applies to unacknowledged telephone notices, not to a searchable list of everyone released in that period. Keeping those two functions separate prevents a private alert feature from being misrepresented as a county feed.
Robeson VINELink Limits and Fallbacks
Coverage depends on participating feeds. Data can lag. Spelling, excluded publication, sealing, expunction, a transfer, or a hold in another jurisdiction can also cause a missing or unclear result. A zero-match search is not negative proof that the person left custody.

SAVAN is strongest for timely awareness. The originating agency remains the source for an exact release time, release reason, transfer destination, or final sentence status. Do not infer full discharge from an “out of custody” label because community supervision may follow.
The North Carolina registry is another distinct channel. It covers only people with qualifying registration duties and offers its own neighborhood email alerts. A registry photo or address cannot prove a jail release date, sentence completion, or VINE custody event. It should not be used as a substitute when the person is not found in SAVAN.
Robeson court records can outlast a short jail display. They may show a bond order, dismissal, plea, judgment, or commitment that explains the legal path. The court event can precede jail processing, so the clerk’s document and sheriff’s release record answer different questions. Keep both when the exact legal basis and physical exit must be reconciled.

Robeson Alerts Across Custody Episodes
One person can have more than one Robeson or North Carolina custody episode. A county booking may create a SAVAN event while an older state sentence remains in NCDAC history under the permanent DAC number. Compare the reporting facility, event date, and source identifier with the exact episode being checked. If a county release notice is followed by state admission or another jail transfer, preserve both events. The first alert does not prove all custody ended.
